What is Title 24?

So what is Title 24? Title 24 is California’s state-mandated policy that focuses on ensuring that new and existing buildings reduce the cost and consumption of energy. It mandates that all new non-residential buildings must meet zero net energy (ZNE) requirements, which means a building cannot emit more energy than it produces, by 2030. Because the California Building Code is updated on a three-year cycle, the changes in regulation will likely be large every three years in the lead up to 2030 as they move all non-residential buildings toward ZNE.

The measures are listed in the California Code of Regulations (Title 24, Part 6).

Why are Energy Standards Important for Your Building?

The Energy Efficiency Standards are in place to make buildings more comfortable, to reduce greenhouse gasses, and to lower energy costs. Title 24 isn’t just a code designed to catch facility managers not up to code, but it’s a code designed to encourage (and force) new builds to be sustainable and make a smaller energy and environmental footprint (and eventually almost no energy footprint at all, with the push for ZNE).

While you may not have to worry about much now if you run an older facility, you will have to comply if you intend to put in any new lighting or extend your facility at any point. Though it may seem like an inconvenience and an extra expense now, Title 24 actually does save you money later down the through your heating, cooling, and energy consumption. Title 24 encourages you to make smarter long-term energy-efficient choices for your facility, which will offer you more flexibility, control, and it will prevent costly updates in the future if (and when) regulations begin to force older buildings to update their facilities to reduce their oversized environmental footprints.

What Do the Title 24 Forms Include?

Title 24 forms include construction and energy efficiency information of the building, such as how it is insulated, window performance, heating and cooling systems, water heating, and more.

Who Enforces Title 24?

Local city and county enforcement agencies enforce Title 24, and they have the authority to verify compliance with this all applicable building codes. You likely won’t be able to get a building permit for a project covered by Title 24 until you have a signed energy compliance report from an official.
